About this opportunity
Cumberland County, New Jersey is soliciting sealed bids for reconstruction of the Sunset Lake Dam (NJ 34-1) embankment countermeasures, with bids due August 12, 2026 at 2:30 p.m. prevailing time at the Cumberland County Administration Building in Bridgeton. The project is subject to New Jersey prevailing wage requirements and public works contractor registration.
The scope encompasses embankment grouting, excavation, fill placement, slope protection using gabion baskets, discharge structure concrete repairs, dewatering, site clearing, soil erosion and sediment control, and traffic control. Work includes confirming the stratigraphic profile during boring and grout-pipe placement; sealing gaps between concrete culvert structures and sheeting at crest and toe elevations, including a known void beneath the moment slab on the culvert's western side; installing gap stops; injecting suitable grout materials to fill voids and soil void space surrounding the existing culvert; observing grout penetration through two observation ports in the culvert bottom and grouting the culvert bottom if needed; and injecting grout at the toe from culvert bottom elevation to the tip of existing toe sheeting and through the culvert discharge to fill voids. The contractor must furnish all labor, materials (including grouting materials), operations, and equipment to supply, transport, store, mix, and pump grout; maintain complete grouting records documenting volumes, pressures, time, and refusal conditions for each injection for daily Engineer review; and monitor work to prevent damage to existing structures.
The bid includes 13 line items with unit prices. Bidders must submit bid security equal to 10 percent of the bid amount (not to exceed $20,000), performance bond, labor and material payment bond, maintenance bond, and certificates of insurance naming Cumberland County as additional insured. Subcontractors performing specialized compaction grouting in embankment dams must demonstrate a minimum of five years of experience. Additional required submissions include equipment certifications, vendor information sheets, three public-agency references, corporate disclosure statements, and monthly project workforce reports. Certified payroll forms and affirmative action compliance are mandatory. Insurance coverage must remain in force for two years following project completion.

The scope of work for this project consists of reconstruction of the Sunset Lake Dam (NJ 34-1) embankment countermeasures including but not limited to embankment countermeasures improvements and associated construction. Furnish all supervision, labor, materials, including all grouting materials and other supplies; all operations and equipment to supply, transport, store, mix and pump grout materials for the purpose of achieving the grouting as presented in the plans and specifications or as amended by the Engineer during construction. Monitor the work so damage does not occur to any existing structure due to contractor processes. Keep complete grouting records that include records of volumes, pressures, time, and refusal condition for each grout injection for review by the Engineer each working day. Scope of work anticipated to include the following: A. Confirm the stratigraphic profile (see Appendix B) during boring and placement of grout pipes. B. Seal gaps between concrete culvert structure and sheeting at both crest and toe, below the culvert exit as indicated on the plans, as well as any other voids encountered during the work. Of particular note, there is a known void beneath the moment slab on the western side of the culvert box. C. Install gap stop between box culvert and crest sheeting on either side. D. Inject suitable grout material the full height of the crest sheeting to fill any voids and fill soil void space on either side of the existing culvert. E. Observe grout penetration through two (2) observation ports in the culvert bottom. Provide additional grouting through culvert bottom if needed. Seal all holes upon completion. F. Inject suitable grout material at the toe of the culvert from the culvert bottom elevation to the tip of the existing toe sheeting. Any ancillary framing or stop gap needed in the toe area is included in this work item. G. Inject suitable grout material through the bottom of the culvert at discharge to fill any possible voids.
