About this opportunity
Glades Electric Cooperative (GEC) is seeking a Master Service Agreement with a helicopter damage inspection provider to perform storm damage inspections for utility line assessment in post-disaster environments during 2025. The procurement aims to establish a contract for helicopter-based damage assessment services, with the selected contractor responsible for providing a helicopter capable of carrying up to 3 GEC employees and a pilot experienced in electric utility line inspections. Key deliverables include flying over transmission and distribution lines to identify immediate repair needs, with inspections to commence when it is safe to do so (sustained winds of 30 knots or below). The bid process includes specific deadlines: questions are due by June 18, 2025, with bids due by June 20, 2025, and an Intent to Award scheduled for July 10, 2025. Evaluation criteria will be weighted as follows: 40% for Firm and Staff Qualifications, 30% for Relevant Past Performance, and 30% for Cost Proposal. The contract will be effective until December 31, 2025, with work beginning immediately after a storm passes and continuing until power is restored.
The procurement appears open to qualified vendors without specific set-aside designations for disadvantaged enterprises. The total contract base "Not to Exceed" amount is set at $50,000, with contractors required to provide itemized estimates for labor hours and equipment. Bidders must submit various certifications, including a Drug-Free Workplace Statement, Debarment Certification, and a Sworn Statement on Public Entity Crimes. The procurement will be conducted through myvendorlink.com, and GEC reserves the right to reject any or all proposals and potentially award multiple contracts depending on the severity of potential disasters. Contractors must comply with FEMA's Procurement Guidance and RUS standards. The contract allows for flexibility, with the possibility of amendment in the event of a large-scale disaster, ensuring that the cooperative can adapt to varying emergency response needs.
