Work includes excavation and removal of failed embankment soils, installation of geotextile fabric and launch rock, earthfill placement in benched lifts (1,279 cubic yards at Site 23-078; 1,757 cubic yards at Site 97), levee crown road resurfacing with aggregate base, clearing and grubbing (2,753 square yards and 5,045 square yards respectively), vegetation removal and restoration by certified arborists, willow pole cuttings installation, seeding and erosion control fabric, giant garter snake exclusion fencing, turbidity curtain installation for in-water work, irrigation system installation, and traffic control. The bid schedule contains 36 line items. Environmental compliance restricts in-water work to August 1–October 31 and terrestrial work to May 1–October 1.
The estimated contract value is $1.8 million to $2.5 million. Bidders must be registered with the California Department of Industrial Relations at time of bid and throughout performance. A 25 percent Small Business Enterprise participation goal applies; a 3 percent Disabled Veteran Business Enterprise incentive (capped at $100,000) is available for bids meeting or exceeding 3 percent DVBE participation. A 5 percent small business preference and a 5 percent non-small business preference (each capped at $50,000) apply, with combined incentives and preferences not exceeding $100,000. Bid security of 10 percent is required. Contractor must begin work within 7 days of Notice to Begin Work, complete primary work by November 30, 2026, and plant and seed establishment work by May 31, 2027. Liquidated damages are $2,400 per day for primary work delay and $1,000 per day for vegetation establishment delay. Written questions are due June 26, 2026. Prevailing wage requirements apply.
