The project encompasses two primary sites: Site 97, addressing waterside erosion along approximately 310 feet of riverbank, and Site 23-078, addressing landside erosion along approximately 450 feet of levee. Work activities include excavation and removal of failed embankment soils, installation of geotextile fabric, placement of launch rock and soil-filled rockfill, earthfill placement in benched lifts, surface treatments with native and agricultural topsoil, seeding and erosion control fabric installation, willow pole cuttings installation, tree protection and removal by certified arborists, Giant Garter Snake exclusion fencing, turbidity curtain installation for in-water work, and levee crown road resurfacing with aggregate base. The site inspection trip occurred on June 18, 2026. Written questions regarding plans and specifications must be submitted by June 26, 2026, which is five days prior to the bid opening date of July 1, 2026. The bid opening will occur from 12:00 p.m. to 2:00 p.m. at the California Natural Resources Headquarters, 715 P Street, Sacramento, California. The contract contains 36 bid items, and the contractor must begin work within 7 days of receiving the Notice to Begin Work, with completion of primary work required by November 30, 2026, and plant and seed establishment work completion required by May 31, 2027.
The estimated cost range is $1,800,000 to $2,500,000, with contract award based on the lowest responsive bid considering all incentives and bid preferences. Bid security of 10 percent of the bid amount is required in the form of a certified check, cash, or bidder's bond. The Department offers three incentive and preference options: a 3 percent Disabled Veteran Business Enterprise incentive (maximum $100,000) for bids meeting or exceeding 3 percent DVBE participation; a 5 percent small business preference (maximum $50,000) for certified small business bidders; and a 5 percent non-small business preference (maximum $50,000) for bidders committing to use at least 25 percent California-certified small business subcontractors or suppliers, with the combined amount of all incentives and preferences not exceeding $100,000. Bidders must be registered with the Department of Industrial Relations as contractors and subcontractors at time of bid submission and throughout construction, and safety prequalification forms must be received at least five days prior to the bid due date. Liquidated damages are assessed at $2,400 per day for failure to complete primary work by the specified deadline and $1,000 per day for failure to complete plant and seed establishment work by May 31, 2027. A Department Safety Engineer will be on-site during construction, and all personnel must complete Worker Environmental Awareness Program training. Environmental compliance requirements include adherence to permit conditions outlined in Appendix III, with in-water work restricted to August 1 through October 31 and terrestrial work restricted to May 1 through October 1.
