About this opportunity

The California Department of Water Resources is soliciting bids for Specification No. 25-06 (C51681), a site restoration project at Oroville Dam in Butte County focused on the final phase of revegetating and rehabilitating hillslope areas impacted by the Oroville Spillways Emergency Response and Recovery Project. The comprehensive project involves multiple key elements including mobilization, weed management, clearing, earthwork, soil amendment application, erosion control, seeding, planting, and temporary irrigation system installation. Prospective contractors must hold both California Class A and Class C-27 contractor's licenses, or a Class A license with a C-27 subcontractor. A mandatory site inspection is scheduled for Wednesday, November 19, 2025, at 10:00 A.M., and bidders must complete a Non-Disclosure Agreement to access project documents. Sealed bids will be received at the California Natural Resources Agency Headquarters in Sacramento between 12:00 P.M. and 2:00 P.M. on Wednesday, December 10, 2025, with a public bid opening to follow. All bidders must be prequalified and submit comprehensive safety performance documentation demonstrating their occupational safety standards.

The procurement includes a 25 percent Small Business Enterprise participation goal and provides incentives for Disabled Veteran Business Enterprises during bid evaluation. Contractors will be evaluated based on safety performance metrics, including workers' compensation experience modification rates, lost workday incidence rates, and regulatory citation history. Contractors with an Experience Modification Rate exceeding 1.25 or incident rates greater than industry averages must provide a full-time safety professional at their own expense. The project has an estimated cost range of $12,500,000 to $14,000,000, with prevailing wage requirements in effect. Bidders may propose alternatives to designated materials or services up to 14 days before the bid opening, and the successful contractor will be permitted to substitute securities for withheld moneys. Access to bid documents is restricted and subject to a Non-Disclosure Agreement that protects Critical Energy Infrastructure Information in compliance with federal regulations.
