About this opportunity
The State of Minnesota, specifically serving Ramsey County and St. Paul City, is conducting a Request for Proposal (RFP) to procure Thermo Scientific Specialty Lab Equipment and Services for state agencies and Cooperative Purchasing Venture (CPV) members. The procurement seeks to acquire specialized laboratory equipment, including specific instruments like the iCAP RQ ICPMS and Exploris 240 UHPLC-MS systems, along with installation, training, and comprehensive service agreements. Key deliverables include new equipment purchases, installation services, specialized technical training, and ongoing maintenance support. Evaluation criteria heavily emphasize cost, with pricing comprising 80% of the total scoring matrix, and will assess responsiveness, technical capabilities, and overall value proposition. The RFP timeline is precise: questions must be submitted via email to brian.mulhern@state.mn.us by 4:00 PM Central Time on April 10, 2024, with final electronic proposals due through the SWIFT Supplier Portal by April 15, 2024. Respondents must submit multiple attachments, including Responder Declarations, Exceptions to Standard Terms, Veterans Preference Forms, Workforce Declarations, and a comprehensive Price Schedule.
The solicitation includes provisions for small business and disadvantaged enterprise participation, offering preference points for targeted group, economically disadvantaged, and veteran-owned businesses. While no incumbent vendor is specifically identified, the RFP indicates flexibility for multiple award scenarios, allowing the state to select one or more vendors based on best value. The contract has an anticipated initial term from May 1, 2024, through November 30, 2025, with potential extensions up to an additional 41 months. The estimated total contract value is $1,000,000 annually, though this figure is explicitly noted as neither a minimum nor maximum commitment. Respondents must demonstrate capability to provide comprehensive equipment and service solutions, including detailed pricing structures, lead times, and optional annual service plans. The procurement supports the state's broader objectives of acquiring high-quality scientific equipment while maintaining competitive pricing and supporting diverse business participation. Funding for the contract remains subject to legislative appropriation, and the state reserves the right to negotiate with top-scoring vendors and make final award determinations.
