About this opportunity

The City of Wichita is requesting proposals for special waste disposal services for its Public Works and Utilities Department, Sewage Treatment Division, with sealed electronic proposals due October 9, 2026 at 10:00 a.m. through the City's Procurement Portal.

The scope is disposal of non-hazardous wastewater grit and screening materials from Sewage Treatment Plant No. 2 at a Municipal Solid Waste Sub-D Landfill, preferably in Kansas. The grit comprises sand, seeds, snails, and rocks that have been washed; screening material includes fibrous materials and hair combined with grit. Estimated annual production is 2,400 tons, though actual generation may vary based on treatment patterns and weather. The contractor is responsible for scheduling, signing manifests, establishing tare weight (monthly), determining net weight before dumping for billing, and invoicing monthly with dates, times, truck numbers, tonnage, and completed manifests.

The contract term is one year from the effective date with two optional one-year renewals by mutual agreement; either party may cancel with 30 days' written notice. Pricing is a net ton proposal including all operating costs for labor, equipment, materials, insurance, permits, licenses, and manifests. Payment is due within 30 days of the following month.

Evaluation criteria are ability to meet proposal terms and conditions (20%), staff qualifications and experience (20%), in-house equipment capabilities (20%), price and landfill round-trip mileage (15%), references (15%), and Small & Emerging Business Enterprise program participation (10%). Minimum qualifications include five years of experience in similar services, Kansas Secretary of State registration, and appropriate material and equipment. Required insurance covers Commercial General Liability ($1 million each occurrence / $2 million aggregate), Automobile Liability ($1 million each occurrence), Workers' Compensation, Employers Liability ($1 million per accident/disease/aggregate), and Pollution Liability ($1 million each occurrence / $5 million aggregate), with the City named as primary and non-contributory additional insured. Written questions are due October 1, 2026 at 5:00 p.m. Addendum 1 was issued September 25, 2026 and must be electronically acknowledged and submitted with bids. City Council approval is anticipated in November 2026.
