About this opportunity

The Ohio Department of Health is requesting proposals for a WIC Management Information System (MIS) provider to manage Ohio's Special Supplemental Nutrition Program for Women, Infants and Children online, including transition from an internally managed system to contractor-managed operations and ongoing maintenance and support, under RFP SRC0000030623, with proposals due July 27, 2026. Amendment 1 has been issued to update Requirement 3.16.3.1 in Exhibit 4. A mandatory qualification requires the proposed MIS to already be in production use in at least one other state WIC agency.

The scope encompasses participant certification, nutrition education, food benefit issuance via EBT, vendor management, financial management, and caseload management for approximately 178,839 monthly participants across 75 WIC projects and 188 clinic locations. The contractor must provide a browser-based, scalable system with interfaces to the WIC EBT Processor and a participant portal. Implementation includes staffing with a Project Manager, Business Analyst Lead, Development Team Lead, Database Administrator, Data Migration Lead, Testing Lead, Training Lead, and Technical Writer; comprehensive training; user acceptance testing; pilot operations; and statewide rollout with onsite support during the first week. The contractor must manage migration of 45 terabytes of interconnected data and transition without disruption to ongoing program operations.

Hosting must be cloud-based for six years with three optional three-year extensions, with all data centers located within the contiguous United States, real-time disaster recovery replication, and one-business-hour recovery capability. Security compliance is mandatory under NIST 800-53 Release 5.1.1, WCAG 2.1 Level AA accessibility, annual independent assessments, and Ohio IT standards and DAS policies. The contractor must maintain 99 percent host response times under two seconds and provide 24/7 help desk support.

Technical proposals are scored on 1,000 points; cost proposals on 333 points. Proposals scoring below 600 technical points are disqualified. Cost must be firm fixed-price covering all implementation and annual maintenance and operations. The contract is federally funded through the USDA Food and Nutrition Service and subject to Congressional appropriation and WIC Functional Requirements Document compliance. The State may request clarifications, interviews, demonstrations, and negotiate with selected offerors. Insurance requirements include $2,000,000 commercial general liability, $1,000,000 automobile liability, and $5,000,000 technology errors and omissions and cyber liability.
