About this opportunity

The Florida Department of Environmental Protection (FDEP) is seeking to contract with Special Markets Insurance Consultants, Inc. (SMIC) to provide healthcare coverage to AmeriCorps members serving under The Corps Network (TCN) as part of the Florida Conservation Corps and AmeriCorps Program. SMIC is the sole company authorized by TCN to provide the health insurance plan that meets the requirements of the AmeriCorps Provisions. The contract term is from July 1, 2024 to June 30, 2025 and covers an estimated 40 AmeriCorps members. The minimum required benefits include physician services, hospital care, emergency services, prescription drugs, and mental/substance abuse coverage. Prospective vendors have until June 4, 2024 at 1:00 PM ET to provide information demonstrating their ability to supply the required services. The anticipated cost for FY 2024-2025 is $199,438, with a current monthly charge of $453.27 per covered member. AmeriCorps members are not employees of the state, and the FDEP must ensure the coverage meets the minimum benefits established under the federal grant to maintain compliance.

SMIC is the sole-source provider authorized by TCN to offer the required health insurance plan, which is underwritten by Cigna and Gerber. The plan was created at the request of TCN member Corps to provide comprehensive and affordable medical, dental, and vision insurance that meets the bottom-line needs of Corps members and the rules and regulations of AmeriCorps. There are no set-aside designations or restrictions on the types of organizations that can respond, as SMIC is the only qualified vendor for this contract.
