About this opportunity

Seminole County, Florida is seeking professional Special Magistrate Services for Code Enforcement through a Request for Proposal (RFP) solicitation. The county intends to appoint up to three Special Magistrates to serve three-year terms, with anticipated service hours of 10-12 hours per month. Qualified candidates must be attorneys admitted to the Florida Bar with extensive experience in code enforcement, zoning, land use law, building and fire code regulations, administrative law, and evidence law. The Special Magistrates will handle code enforcement cases across two primary areas: Planning and Development and Animal Services, with jurisdiction to hear violations of county codes and ordinances, including non-residential properties, residential properties, and dangerous dog determinations. The evaluation process will utilize a weighted scoring method across five criteria: Knowledge (17%), Experience (16%), Reputation (16%), Past Performance (16%), and Price Proposal (35%), with each category scored from 0-100 points. Proposals are due on March 29, 2023, at 2:00 pm and must be submitted electronically through the county's e-Procurement Portal. The county reserves the right to evaluate current financial statements, compliance capabilities, and past performance before making an award.

There are no specific set-aside designations or restrictions on respondent organizations mentioned in the documentation. The contract allows for potential two successive one-year renewals after the initial three-year term. Compensation will be on a fixed fee basis, with specific pricing details to be outlined in the contract's exhibits. Contractors will be required to maintain various insurance policies, including professional liability, workers' compensation, commercial general liability, and business auto insurance, with Seminole County named as an additional insured. The contract also includes provisions for E-Verify system registration and public records compliance. While specific budget ranges are not explicitly stated, the hourly rate structure and anticipated 10-12 monthly service hours suggest a moderate-scale professional services contract. Additionally, the documentation includes a FEMA Requirements addendum, indicating potential federal funding involvement and associated compliance requirements for the selected contractor(s).
