About this opportunity

Birdville Independent School District (BISD) in northeast Tarrant County, Texas, is requesting competitive sealed proposals for special education contracted services on an as-needed basis, with proposals due October 21, 2026 at 2:00 PM (CT). Questions are due October 14, 2026 at 2:00 PM (CT).

The scope covers 23 line items including audiologist, diagnostician, dyslexia evaluator, licensed specialist in school psychology, board certified behavior analyst, licensed professional counselor, music therapist, occupational therapist, physical therapist, speech language therapist, vision evaluation, and additional specialized services. All hourly rates must include transportation costs; the district does not reimburse mileage or fuel separately. Services are temporary or short-term, supplementing district expertise across BISD's 30 campuses (19 elementary, 7 middle, 4 high schools) serving more than 24,300 students.

The cost-price analysis based on 2025–2026 expenditures is $398,494.30. The contract term runs December 1, 2026 through November 30, 2027, with options for three additional one-year renewal periods (not to exceed four years total) upon mutual consent. Rates may be adjusted every six months per agreed-upon price change specifications.

The district reserves the right to award to a single proposer, multiple proposers, or split awards by line item as determined in its best interest. Evaluation criteria are weighted as follows: purchase price and associated costs (55%), reputation and experience (20%), quality of goods or services (12%), ability to meet district needs (12%), and impact on historically underutilized business compliance (1%).

Vendors must submit W-9 forms, conflict of interest questionnaires, Certificate of Interested Parties (CIQ Form 1295), and three business references. Compliance requirements include debarment certifications, equal employment opportunity standards, clean air and water act compliance, civil rights provisions, and criminal history background checks for employees with student contact. Proposals must be submitted through the e-bid system or in paper form to the Purchasing Department; late proposals are not accepted.
