BISD, the fifth-largest school district in northeast Tarrant County, Texas, with more than 24,300 students across 30 campuses (19 elementary, 7 middle, and 4 high schools), is seeking competitive proposals for contracted special education services to be provided on an as-needed basis by independent contractors or contracting firms. The services are temporary or short-term in nature, supplementing district expertise in specialized areas. The solicitation includes 23 line items covering various services such as audiologist, diagnostician, dyslexia evaluator, licensed specialist in school psychology, board certified behavior analyst, licensed professional counselor, music therapist, occupational therapist, physical therapist, speech language therapist, vision evaluation, and additional services. The questions deadline is October 14, 2026, at 2:00 PM (CT), and the response deadline is October 21, 2026, at 2:00 PM (CT). The contract term runs from December 1, 2026, through November 30, 2027, with options for three additional one-year renewal periods (not to exceed four years total) upon mutual consent. Rates may be adjusted every six months based on price change specifications agreed upon by both parties.

Based on 2025-2026 expenditures and the Consumer Price Index from September 2026, the cost-price analysis for this contract is $398,494.30. All hourly rates must include transportation costs, with the district not paying separately for mileage or fuel charges. The district reserves the right to award to a single proposer, multiple proposers, or split awards by line item as determined in its best interest. Evaluation criteria include purchase price and associated costs (55%), reputation and experience (20%), quality of goods or services (12%), ability to meet district needs (12%), and impact on historically underutilized business compliance (1%). Vendors must submit required documents including W-9 forms, conflict of interest questionnaires, Certificate of Interested Parties (CIQ Form 1295), and complete three business references. The district requires compliance with federal regulations including debarment certifications, equal employment opportunity standards, clean air and water act compliance, civil rights provisions, and criminal history background checks for employees with student contact.
