About this opportunity
Aurora Public Schools (APS) in Arapahoe County, Colorado, has issued Request for Proposal (RFP) 3402-25 to recruit specialized staffing services for critical special education roles. The procurement seeks contractors to support APS schools and central office in hiring various special education professionals, including Speech Language Pathologists, Occupational Therapists, Physical Therapists, Nurses, Psychologists, Social Workers, School Audiologists, Special Education Teachers, Teachers of the Deaf/Hard of Hearing, Teachers of the Visually Impaired, Orientation and Mobility Specialists, and paraprofessionals. Contractors must meet stringent background and licensure standards, ensuring high-quality professionals can be placed at APS sites to fulfill legal obligations under IDEA, ECEA, and Section 504. The contract term runs from execution through June 30, 2026, with four potential one-year renewal options. Key procurement dates include a proposal deadline of July 29, 2025 at 10 am MT, potential oral presentations scheduled for August 7-12, 2025, and an anticipated intent to award on August 13, 2025. The evaluation process involves a two-round scoring method across five categories: vendor compliance, past performance, technical compliance, customer service, and pricing, totaling 100 possible points.
The RFP does not specify explicit set-aside designations or restrictions on respondent organizations. Contractors must provide professionals with valid Colorado licenses and certifications for their respective roles, with teachers working a 187-day calendar and paraprofessionals on a 177-day calendar. The district reserves the right to make multiple awards and periodically reopen the RFP to add pre-qualified offers. While specific budget ranges are not detailed in the provided documentation, the procurement aims to establish a comprehensive staffing solution for addressing prolonged vacancies and ensuring continuous delivery of specialized educational services. Contractors will also be responsible for assisting with Compensatory Education services and meeting all credentialing requirements. The ultimate goal is to support APS in maintaining high-quality special education staffing that can provide Free Appropriate Public Education (FAPE) in compliance with state and federal educational regulations.
