About this opportunity
Osceola County is requesting proposals to prequalify multiple contractors for mowing, landscaping, and grounds maintenance services on a task authorization basis across Special Assessment Municipal Service Taxing Units (MSTUs) and Municipal Service Benefit Units (MSBUs) communities within the county, with proposals due October 20, 2026 at 2:00 p.m. and written questions due September 29, 2026 by noon.
The scope includes mowing, trimming, inlet and outlet cleaning of retention and detention areas, drainage system maintenance, litter removal, upkeep of common areas and athletic fields, and trash pickup. Minimum qualifications require three years of consecutive business operation, Florida business registration, three years of commercial or government experience, and an herbicide/pesticide applicator's license. Required equipment includes a minimum of three commercial zero-turn mowers, four string trimmers, two edgers, and two backpack blowers; minimum crew size is four field personnel plus one supervisor. Contractors must provide certificates of insurance within five business days of award, including workers' compensation and liability coverage as specified in the RFP attachment.
The initial contract term is three years with the opportunity for additional one-year or two-year renewal periods not to exceed five years total, at the County's discretion. Work will be assigned through task authorization; individual task authorizations carry a maximum value of $200,000. No pricing is submitted with proposals; pricing will be negotiated at task assignment.
Proposals are evaluated on firm qualifications and experience (40 points), similar projects (30 points), project approach (25 points), and acceptance of proposal terms (5 points). Proposers must submit four copies of the proposal package — one unbound original and three bound copies — plus digital copies on USB drive or CD-ROM to the Osceola County Procurement Services Office at 1 Courthouse Square, Suite 3401, Kissimmee, Florida 34741. Evaluation and selection are anticipated for November or December 2026. No pre-proposal conference will be held unless the County mandates one.
