BB. Work Interruptions/Impediments: When work by County employees, by other Contractors or weather conditions of a temporary nature, prevent the Contractor from servicing any area, additional time will be permitted to complete the work. Normally mowed grass areas should not be mowed when the areas are saturated with standing water to the point where, in the opinion of the County, equipment may not be used without excessive damage to the turf. These areas should be mowed during subsequent service or when requested by Project Manager.
CC. Payment: The task authorizations will have the predetermined maintained areas and detailed scope of work. Payments will be made once the services are completed and accepted by the Project Manager, provided that no deductions are made for work not performed under the provisions of the task authorization. Payments will be full compensation for furnishing all equipment, labor, materials, supervision, and incidental supplies necessary to complete specified landscape maintenance operations. During the first month of service for all work areas, the Contractor(s) will be responsible for bringing all areas specified in the individual task authorization up to a maintenance standard. All costs of reclaiming these areas must be included in the service cost. No additional compensation will be given to the Contractor to bring specified areas up to a maintainable level. All work areas will be considered provided by the County in an "as is" condition. One-time cleanup cost may be required for locations identified as new service areas on this bid and for areas that may be added at a later date. The COUNTY will obtain quotes from awarded bidders through a task authorization process to perform this work.
DD. Mowing Equipment:
1. All mowing equipment must be approved by Osceola County once the task authorization is issued prior to being placed into service, and all safety devices shall be properly maintained and operational at all times. The Contractor must provide a detailed list of equipment to the County, and any equipment found deficient will be immediately removed from service until corrected to the satisfaction of the County. Equipment must be in good repair, capable of producing a clean, sharp cut and uniform distribution of clippings, and any equipment that damages turf, plants, or pavement will not be permitted for use.
2. The Contractor is fully responsible for maintaining and repairing their own equipment, vehicles, and tools, as the County assumes no liability for any damage. The County will not loan, rent, or supply equipment, personnel, or vehicles for the Contractor's use, issuance of a task authorization will be based on the understanding that the Contractor is solely responsible for providing all equipment necessary to perform the work.
3. The Contractor must furnish equipment of sufficient type and quantity to perform the services within the specified timeframes. If, in the opinion of the County, the Contractor lacks adequate equipment to complete the work satisfactorily, the Contractor will be required to provide additional equipment as directed. Certain areas, such as stormwater ponds, right-of-way, and slopes, require specialized equipment including bush hogs, slope mowers, or aquatic-safe trimmers, which the Contractor must ensure are available and operational before services begin.
EE. Weighted Values of Service: To facilitate service acceptance and to allow specific service additions / deletions and/ or nonpayment for inadequate services, each area has been assigned weighted values by Osceola County.
