About this opportunity

The State of Illinois Chief Procurement Office is seeking continued rental of a temporary chiller unit for Building 514 (Shapiro) under a small purchase with emergency conditions, with a due date of September 15, 2026. The rental extends cooling for two additional months through the end of the cooling season.

Illinois standard certifications apply to all vendors and subcontractors. Vendors must acknowledge 34 distinct certification requirements covering educational loan defaults, pension code violations, legal entity status, collective bargaining obligations, criminal history restrictions, environmental violations, anti-competitive practices, drug-free workplace standards, equal employment opportunity, steel product sourcing restrictions for public works (where applicable), foreign-made equipment restrictions regarding forced labor and child labor, political contribution restrictions, cybersecurity compliance with Department of Homeland Security directives, employment vacancy posting on IllinoisJobLink.com, information technology accessibility standards, state debt delinquency status, bid rigging and bribery prohibitions, Illinois Use Tax obligations, written sexual harassment policies, and lobbying cost billing restrictions. Non-compliance carries contract voidance, vendor suspension or debarment, denial of payment, civil fines, and criminal penalties. Contracts exceeding one year require annual recertification by January 1. Vendors must include these certifications in all subcontracts and report changes affecting eligibility.

Under Illinois Standard Terms and Conditions, vendors must maintain general commercial liability insurance of $1 million per occurrence ($2 million annual aggregate), auto liability of $1 million, and workers' compensation as required by law. The State retains sole and exclusive ownership of all work product and intellectual property.
