About this opportunity
The Illinois Department of Human Services is soliciting a small purchase with sole source conditions for enhanced audit services of OEIG-identified grantees to ensure 2 CFR 200 compliance, with proposals due July 16, 2026. The sole source structure eliminates competitive bidding.
The scope involves enhanced auditing of state grantees designated by the Office of Inspector General to verify compliance with federal audit requirements under 2 CFR 200. The awardee must maintain audit-compliant records for three years from final payment or contract completion, or five years if federal funds are utilized.
All vendors must satisfy 34 mandatory Illinois state certifications covering vendor eligibility and legal status, criminal history restrictions, financial obligations to the state, environmental compliance, labor standards, drug-free workplace provisions, equal employment opportunity and anti-discrimination policies, cybersecurity standards, and restrictions on lobbying and political contributions. These certifications must be included in all subcontracts and reported upon any change affecting eligibility. Noncompliance triggers contract voidance, suspension, debarment, or denial of payment under the Illinois False Claims Act.
Standard Illinois terms and conditions apply. Vendors must carry General Commercial Liability of $1 million per occurrence and $2 million annual aggregate, Auto Liability of $1 million per occurrence, and Workers' Compensation as required by law. The State retains sole ownership of all work product as work-for-hire. Subcontracting requires prior written State approval. The contract is subject to the State Prompt Payment Act and remains contingent upon available appropriations, with the State retaining unilateral termination rights for convenience on thirty days' notice or for cause immediately.
