About this opportunity
The Illinois Department of Human Services is requesting quotes for occasional Medical Review Officer (MRO) services to review and verify laboratory-confirmed drug test results, with quotes due October 23, 2026. No subcontractors are allowed; the vendor must be a licensed physician who directly performs all services.
The MRO must review positive, adulterated, substituted, and invalid drug test results from the Quest database promptly upon receipt, conduct required interviews within DOT-specified timeframes, and report verified results to the DHS Designated Employer Representative. Services cover pre-employment testing and Commercial Driver License (CDL) driver positions in accordance with 49 CFR Part 40, Subpart G. The MRO must review at least 5% of negative results and personally review all specimens requiring corrective action. Services are delivered remotely via email and phone; no DOT supervisory training is required.
The vendor must be a Doctor of Medicine or Doctor of Osteopathy who is a licensed, practicing physician with specialized training in drug testing regulations and current MRO certification from a nationally recognized certification board such as the Medical Review Officer Certification Council or American Association of Medical Review Officers. Re-qualification training must have been completed within the past five years, with current awareness of DOT drug testing procedures, collection protocols, chain of custody, and recordkeeping requirements.
The State of Illinois Standard Terms and Conditions apply. The vendor must maintain general commercial liability insurance of $1 million per occurrence, auto liability insurance of $1 million per occurrence, and workers' compensation insurance as required by law, naming the State as additionally insured. Payment is made under the State Prompt Payment Act; invoices for services through June 30 of any year must be submitted by July 31 of that year. The contract is subject to Illinois law, prevailing wage requirements where applicable, and compliance with the Illinois Freedom of Information Act. The State may terminate for convenience with thirty days' notice or immediately for cause. The contract is contingent upon appropriation of funds by the Illinois General Assembly. Standard Illinois Certifications (Version 26.2) apply, requiring compliance with 34 distinct requirements covering legal entity status, criminal history, environmental compliance, drug-free workplace standards, equal employment opportunity, cybersecurity, tax obligations, and lobbying restrictions.
