About this opportunity

The Michigan Department of Technology, Management & Budget is soliciting bids for 25 "State Computers Are Down" signs, with bids due July 9, 2026. Only prequalified PMM vendors registered as State of Michigan vendors are eligible; prequalification takes approximately one week. Awards are made on best price and value to the state, not lowest bid alone.

Each sign measures 18" × 24", printed on 4mm thick white plastic with black ink on one side. Each includes two grommets positioned approximately 4 inches from the edges at the top, centered from the top to the printed border, and a double wing easel 12 inches tall on the back constructed from brown kraft material. A sample and proof are required prior to production. Vendors must supply an electronic PDF file and provide a PDF proof for approval. Grommets, easels, and protective packing are included as bindery requirements.

All bids must be submitted online with complete costs including freight to the designated dock at 7461 Crowner Drive, Lansing, Michigan 48913, on an F.O.B. Destination, prepaid basis. Late bids will not be accepted. Vendors bear all costs associated with packaging, freight, and shipping; title and risk of loss remain with the vendor until State acceptance. All materials and electronic copies in source software format, including revisions, fonts, and images, plus PDF copies become the property of the State of Michigan upon delivery.

Invoices must be submitted electronically to DTMB-PrintingServices@michigan.gov and entered into the VSS system, with payment due within 45 calendar days of receipt or final acceptance. The State is exempt from federal excise taxes and state and local sales taxes. All payments are processed through Electronic Funds Transfer via the SIGMA VSS system. Vendors must submit detailed quote letters with their bids; failure to do so results in automatic disqualification.
