About this opportunity

The Oregon Department of Fish and Wildlife (ODFW) is seeking a contractor for the South Santiam Hatchery Residential Roof Replacements project located in Sweet Home, Oregon. This Invitation to Bid (ITB) is for roof replacement services on two residential buildings at the South Santiam Fish Hatchery, encompassing all necessary labor, materials, transportation, equipment, and services required for complete construction work. The project involves demolishing existing roofs and installing new asphalt shingle roofing systems, including gutters and downspouts, with a mandatory two-year contractor warranty and a 15-year manufacturer's warranty on shingles. A mandatory pre-bid conference was held on July 20, 2023, with bid submissions due by August 3, 2023, at 3:00 PM Pacific Time. The project timeline includes a target start date of August 10, 2023, substantial completion by August 28, 2023, and final completion by August 31, 2023, with liquidated damages of $500 per day applied for late completion.

The contract opportunity is funded in whole or part by a US Fish and Wildlife Service Pittman/Robertson Grant, with an estimated project cost between $35,000 and $40,000. Contractors must comply with prevailing wage rate and apprenticeship requirements set by the Oregon Bureau of Labor and Industries (BOLI) for Linn County, Region 4. While no specific set-aside designations were mentioned, contractors must provide performance and payment bonds, proof of insurance, and comply with non-discrimination and pay equity certifications. The Notice of Intent to Award indicates Bold Elements Co LLC of Woodburn, Oregon, was the intended contract recipient. Notably, the project will be funded with state dollars, which means Buy America, Build America (BABA) requirements will not apply, though the contractor must still obtain all necessary permits for the roof replacement work. The contract will be executed through a standard public improvement agreement that incorporates various exhibits, including pricing submittal forms, performance bond requirements, and general conditions for public improvement contracts.
