About this opportunity
The Putnam County Board of County Commissioners is soliciting sealed bids for the South Putnam Drainage Improvements project (Bid No. 25-13), a comprehensive infrastructure enhancement initiative focused on drainage system upgrades along County Road 309. The project encompasses multiple specific improvements, including installing approximately 135 linear feet of rubble riprap ditch lining, replacing culverts under Alabama, Tennessee, and Maryland Streets, regrading road shoulders, and cleaning and reconstructing drainage ditches spanning approximately 1,000 linear feet. Key deliverables include installing new reinforced concrete pipes, creating proper ditch slopes, replacing existing culverts, and implementing roadway repairs with Argentine bahia sodding. The bid requires contractors to comply with Florida Department of Transportation (FDOT) specifications and demonstrate specific qualifications, such as having completed at least two similar projects and being in business for a minimum of three years. A mandatory pre-bid meeting was held on March 14, 2025, with bids due on April 7, 2025, at 2:00 pm EST. The project timeline is set from April 22, 2025, to August 27, 2025, with 90 calendar days allocated for substantial completion and 120 days for final completion.
The contract does not explicitly outline set-aside designations for disadvantaged enterprises. The project is funded through the State of Florida Department of Environmental Protection Standard Grant Agreement Number LPA0371, with a total project budget of $350,000. Bid responses revealed three participating contractors: Copper Roads at $158,000.00, DB Civil Construction at $352,700.00, and Kent Bros Inc. at $895,076.84. The lowest bidder, Copper Roads, LLC, was recommended for contract award, subject to a protest period ending on April 17, 2025. Liquidated damages are set at $1,200 per day for project delays, and the county will retain 5% of the contract value until project completion. The project requires contractors to provide a payment and performance bond and limits material laydown to a specific right-of-way section between Camp George Rd and St Johns Fishing Lodge Rd, with contractors responsible for securing additional storage arrangements if needed.
