Opportunity text

The Napa Valley Transportation Authority (NVTA) has been awarded $250,000 through the Caltrans Sustainable Communities Planning Grant Program. The funding will support a critical step in the development of the South Napa County Station Area Plan, which will identify potential locations for a future multimodal passenger rail station in southern Napa County with the goal of enhancing sustainable transportation options serving Napa County. The project will build upon the 2019 Sonoma-Marin Area Rail Transit (SMART) Passenger Rail Service Feasibility Study, the 2024 Solano Transportation Authority (STA) Vallejo Passenger Rail Study, and the Solano-Napa Passenger Rail Feasibility Study recently completed. It will identify a feasible multimodal station site that integrates with existing and planned residential, industrial, and commercial land uses and coordinate with regional and local efforts, including the State Route 29 Multimodal Corridor Plan, NVTAs Countywide Transportation Plan 2050, and current land-use and transportation initiatives by the City of American Canyon and County of Napa. The study area encompasses the City of American Canyon, the Airport Industrial Area, and adjacent unincorporated communities in south Napa County. The Plan will identify a preferred station location, evaluate multimodal access needs, and establish an implementation roadmap to guide future project development and investment. Key stakeholders include area landowners, the County of Napa, the City of American Canyon, Caltrans District 4, Sonoma-Marin Area Rail Transit (SMART), and the Solano Transportation Authority (STA). Additional stakeholders may include the Napa Valley Vine Trail Coalition, community-based organizations serving American Canyon, local residents, businesses, and other regional and community partners. This RFP is being issued to contract with a professional services Consultant who will coordinate with NVTA and project stakeholders throughout development of the Station Area Plan to support technical review, data coordination, community engagement, and development of recommendations to bring stakeholders towards consensus for potential station locations and multimodal access improvements
