About this opportunity
The City of San Antonio is soliciting bids for capital improvements to South Flores Street from Commerce Street to Martin Street, with proposals due September 22, 2026. The project scope spans street and sidewalk reconstruction, traffic signal installation, storm sewer replacement, and landscaping across the corridor.
Work includes removal and replacement of curbing with sidewalk widening; careful demolition and waterproofing of sidewalks over basements with new supporting understructure in two locations; sidewalk topping from Commerce to Houston; minor street reconstruction consisting primarily of mill and overlay; new concrete bus pads with signage and lane markings; installation of new traffic signals from Houston to Martin with battery backup systems providing 2–4 hours of runtime; replacement of storm sewer trunkline from Flores to Camaron with inlet removal and replacement at Flores and Salinas; and new street trees and irrigation systems. The project also includes a Fish Eye Detection System with video-based vehicle detection and preconstruction video documentation as HD digital recordings.
Specifications reference the City of San Antonio Standard Specifications for Construction (June 2008 and latest revisions), TxDOT Standard Specifications, San Antonio Water System standards, and supplemental requirements. Battery backup systems, detection systems, and traffic signal installations require factory-certified representatives for installation and testing. Warranties on specialized systems extend thirty-six months from installation, and newly planted trees and shrubs carry one-year warranty periods. Measurement and payment are structured as unit prices for discrete items or lump-sum compensation for categories such as preconstruction video documentation and project signage. The Project Manual (3 MB, Project No. 23-03863), prepared by STV, Inc., is attached and provides comprehensive technical specifications across all trades.
