About this opportunity
The South Dakota Department of Health, in cooperation with the U.S. Centers for Disease Control and Prevention, is soliciting proposals for software and professional services to implement and support a new Immunization Information System (SDIIS), with proposals due November 25, 2026 at 11:59 p.m. CST. The system must replace the existing SDIIS, accept all legacy data with no loss, maintain current HL7 connections, and build new interfaces with the South Dakota Birth Registry, Health Link, VTrckS, the Electronic Disease Surveillance System, and Medicaid.
Offerors may propose vendor-hosted, state-hosted on-premises, or state-hosted Microsoft Azure PaaS options, or a combination. The State has not established a preference among hosting options and will evaluate each on its own merits. Required compliance covers HIPAA, CDC standards, web accessibility guidelines, single sign-on with South Dakota's identity management system, and artificial intelligence disclosure and controls. Offerors must submit a complete Table 1 of capability specifications or face disqualification, and any Section 3 gap must carry a proposed workaround or future compliance date.
Contractors must complete the Department's security and vendor questionnaire, which is confidential under SDCL 1-27-1.9 and must be answered in full because incomplete responses could affect contract eligibility. Contractors must also comply with the Bureau of Information and Technology's Information Technology Security Policy v6.0 and sign a Contractor Security Acknowledgement Form on behalf of all employees working on the contract. IT personnel are subject to fingerprint-based federal background checks at least once every five years. Data storage is limited to the continental United States, and the State retains ownership of all data and deliverables.
Required insurance includes commercial general liability of $1 million per occurrence, professional liability of $1 million, and business automobile liability of $1 million per accident, plus cyber liability coverage and workers' compensation as required by law. Cost proposals are submitted separately by the proposal deadline. The initial term runs February 1, 2027 through May 31, 2032. Award is anticipated January 8, 2027, with contract execution by January 29, 2027, project initiation by March 1, 2027, and go-live by March 2, 2028.
