About this opportunity
The City of Terrell, Texas is requesting sealed proposals for furnishing and installation of approximately 1,950 linear feet of ornamental wrought iron fencing and construction of four dumpster enclosures in the South Alley corridor, with proposals due August 5, 2026 at 2:00 p.m. The project supports downtown revitalization and enhances the alley's streetscape aesthetic.
The scope includes commercial-grade ornamental steel fence with black powder-coated finish, minimum 6-foot height, three horizontal rails, and decorative vertical pickets; four complete dumpster enclosures with powder-coated steel frames, decorative metal panels, and lockable latches; site restoration of all disturbed areas; and mobilization and traffic control. Two optional alternates are offered for upgraded fence posts and decorative masonry columns. Final fence locations will be identified by the City prior to construction. Contractors must provide proof of Commercial General Liability insurance ($500,000 per occurrence; $1,000,000 aggregate; $2,000,000 per occurrence and $4,000,000 aggregate for construction projects), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation at Texas statutory rates, Employer's Liability ($250,000 per accident), and Builder's Risk at 100% property value. The successful contractor must provide Payment and Maintenance Bonds under Texas Government Code Section 2253 and a one-year workmanship warranty plus manufacturer warranties on materials and coatings.
The City reserves the right to award based on best value, considering vendor reputation, service quality, ability to meet City needs, past performance relationships, and compliance with historically underutilized business requirements under Texas law. Contract funding is subject to annual budget approval by Terrell City Council, with continuation beyond the current fiscal year contingent upon budget appropriation. Written questions are due by 5:00 p.m. on July 24, 2026. Contract award recommendations are expected approximately four weeks after the response opening date.
