About this opportunity
The Indian Health Service Contracting Office is requesting sources sought for comprehensive monthly water treatment services at the Whiteriver Service Unit, Whiteriver, Arizona, with responses due June 22, 2026 at 1300 local time. The IHS will prioritize Indian Small Business Economic Enterprise (ISBEE) set-asides to the maximum extent possible, with preference given to Indian Economic Enterprises (IEEs) that meet the Buy Indian Act requirements — a decisive eligibility gate for this acquisition.
The scope encompasses monthly onsite inspections, water testing, and chemical treatment for multiple systems: Central Plant cooling towers, condensing boilers, water softener, heating and cooling closed loops, and SSB facility cooling tower and closed loop. The contractor must provide all chemical testing reagents, testing kits, testing instrumentation, and treatment chemicals. Work must maintain systems free from scale, corrosion, and microbiological contamination, and prevent freezing. Testing shall occur mid-month to comply with Joint Commission standards, with monthly reports documenting inspection results and treatment actions submitted to the Contracting Officer's Representative.
Prospective contractors must submit written responses including company name, point of contact, DUNS number or SAM Unique Entity Identifier, tax identification number, business category classification (IEE or ISBEE), a capability statement, and manufacturer authorization documentation. Vendors must be registered in the Systems for Award Management (SAM) and complete required annual representations and certifications under Federal Acquisition Regulation provisions. IEEs must complete the IHS Indian Economic Enterprise Representation form to self-certify eligibility and identify the Federally Recognized Indian Tribe or Alaska Native Corporation supporting their status. This is market research; no contract value, term, or formal procurement timeline is stated at this stage.
