About this opportunity
The U.S. Army Corps of Engineers Tulsa District is conducting a market survey for the Tenkiller Service and Emergency Gates Replacement project at Tenkiller Ferry Lake, Oklahoma, requesting Experience/Capabilities Statements by July 9, 2026 at 2:00 PM CDT — with formal proposal solicitation anticipated on or about October 30, 2026. This is a sources-sought notice only and does not constitute a solicitation for award.
The base work comprises fabrication, painting, delivery, removal, and installation of two hydraulic steel structure service gates with all appurtenant components. A contract bid option includes two hydraulic steel structure emergency gates under the same scope. Place of performance is Tenkiller Ferry Lake, Oklahoma. NAICS Code 238290 applies, with a $22 million size standard.
Interested contractors must submit a five-page PDF Experience/Capabilities Statement to clinton.j.yandell@usace.army.mil including firm information, CAGE Code, Unique Entity Identifier, general experience with hydraulic gate fabrication and installation, teaming arrangements if applicable, and up to three relevant projects completed within the past three years.
Small businesses, Section 8(a) firms, HUBZone businesses, women-owned small businesses, and service-disabled veteran-owned small businesses are encouraged to respond. Small business contractors must expend at least 15 percent of personnel costs on employees of similarly situated concerns and comply with subcontracting limitations requiring that no more than 85 percent of contract performance costs (excluding materials) be paid to non-similarly situated subcontractors. Large businesses selected for award must submit a Small Business Subcontracting Plan if the action is solicited as full and open competition.
All contractors must be registered in the System of Award Management (SAM) to be eligible for contract award. No reimbursement will be provided for information submitted, and personal visits to discuss the procurement will not be entertained.
