About this opportunity
The U.S. Army Corps of Engineers Nashville District is conducting market research via Sources Sought notice to identify qualified contractors for removal and disposal of sunken, wrecked, or abandoned vessels, boat docks, and related obstructions from navigation waterways and flood risk management lakes within the Nashville District, with capability statements due August 31, 2026 at 11:00 a.m. Central Time. This is acquisition planning only and does not commit the Government to issue a solicitation or award a contract; interested vendors must monitor SAM.gov for future solicitation releases.
The scope encompasses floating, towing, demolition, and removal of vessels and structures in two distinct operational contexts: navigation waterways (characterized by transportation, commerce, and hydropower uses) and flood risk management lakes (serving flood control, water supply, recreational, and hydropower functions). Flood risk management lakes present significantly deeper average depths than navigation waterways, requiring contractors to adapt removal strategies and methodologies accordingly. Contractors must furnish all plant, labor, materials, and equipment; obtain all necessary permits; and comply with local, state, and federal regulations, including EM 385-1-1, with special attention to submitting dive plans to the District Dive Coordinator at least 30 days in advance for work near lock approaches and Navigation Data sheets for work in Federal navigation channels. Contractors bear full responsibility for waste disposal permits and costs, including disposal of gas, oil, vessel materials, dock materials, and personal items, subject to federal, state, and local waste management regulations.
The Government is considering establishing multiple Blanket Purchase Agreements with a five-year period of performance, with task orders to be competed among BPA holders. Capability statements must include company profile information (CAGE code, UEI number, point of contact, business size standard), a recommended NAICS code, and documented capabilities demonstrating ability to fulfill stated requirements. Submit to Contracting Officer Bridget Passatore and Contract Specialist Richard Brent Hester via the email addresses listed in the attachment.
Opportunity text
The U.S. Army Corps of Engineers (USACE), Nashville District, is conducting market research to identify qualified sources capable of removal and disposal of sunken, wrecked, or abandoned vessels, boat docks, and related obstructions from both navigation waterways and flood risk management lakes within the US Army Corps of Engineers Nashville District. Navigational waterways, characterized by their primary use for transportation and commerce as well as hydropower, require the removal of these obstructions to ensure safe passage for commercial and recreational vessels, maintain navigational channels, and mitigate hazards to marine traffic. In contrast, flood risk management lakes, while also subject to abandonment, serve primarily as reservoirs for flood control, water supply, recreational purposes, and hydropower. Removal efforts in flood risk management lakes must prioritize the preservation of dam infrastructure, environmental considerations, and the mitigation of potential flood hazards. Contractors are expected to demonstrate expertise in both scenarios, adapting removal strategies and methodologies to suit the unique challenges posed by each type of lake, including the consideration that flood risk management lakes typically have much deeper average depths compared to navigation waterways. All removal activities must adhere to applicable regulations and environmental guidelines while ensuring the safety and integrity of the surrounding infrastructure and water resources.
