About this opportunity

The General Services Administration's Public Buildings Service is conducting market research through a Sources Sought notice for multiple-award Indefinite-Delivery, Indefinite-Quantity Architect-Engineer contracts for nationwide services, with written Capability Statements due November 13, 2026 at 4:00 p.m. EST. The notice is not a solicitation, and responses are not offers. GSA is assessing potential small business set-aside feasibility under NAICS 541310 (Architectural Services) and 541330 (Engineering Services), with size standards of $12.5 million and $25.5 million, respectively. The notice explicitly encourages small businesses and SBA socio-economic program participants (8(a), HUBZone, SDVOSB, WOSB, and EDWOSB) to respond.

Scope covers full project lifecycle services for federally owned and leased real property throughout the United States and its territories: planning, pre-design feasibility, master planning, cost estimating, design development, construction documentation, interior design, constructability review, management and inspection, and post-construction closeout. Specialized work includes mechanical, electrical, and plumbing systems, structural evaluation and design, facade remediation, fire and life safety evaluation, and building envelope assessment. Expected typical project sizes exceed the $350,000 simplified acquisition threshold. Firms must demonstrate three to five completed projects of similar scale, scope, and complexity within the past ten years, plus nationwide capacity to manage multiple task orders simultaneously. Capability Statements are limited to five pages and must include UEI and CAGE codes, office locations, and business size status. The Government anticipates multiple awards with a five-year base term and one five-year renewal option. The notice becomes inactive November 28, 2026. Submit to primary contacts Joel Doucette and Hillary Gonzalez at GSA's Centralized Acquisition Services office, 1800 F Street NW, Washington, DC 20405. The Government will not reimburse response costs and does not plan to provide feedback on submissions.
