About this file
This is a Sources Sought Notice issued by the General Services Administration (GSA), Public Buildings Service (PBS), for market research to establish multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for comprehensive, multidisciplinary Architect-Engineer (A/E) services nationwide. The solicitation seeks firms capable of providing integrated, sustainable, and adaptive design solutions across federally owned and leased real property throughout the United States and its territories. Services encompass the full project lifecycle, including planning, pre-design feasibility studies, master planning, cost estimating, design development, construction documentation, interior design, constructability review, management and inspection services, and post-construction closeout. The scope also includes specialized technical and system design work involving mechanical, electrical, and plumbing (MEP) systems, structural evaluation and design, facade remediation, fire and life safety evaluation, and building envelope assessment. Expected typical project sizes exceed the simplified acquisition threshold of $350,000. The Government anticipates awarding multiple contracts with multi-year ordering periods comprising a five-year base term with one five-year renewal option. The response deadline is November 13, 2026, at 4:00 PM EST, with the notice becoming inactive on November 28, 2026. Interested firms must submit written Capability Statements not exceeding five pages electronically to the primary procurement contacts by the deadline.
Submissions must address company profile information including official name, address, UEI and CAGE codes, office locations, business size status under NAICS codes 541310 (Architectural Services) or 541330 (Engineering Services), and applicable SBA socio-economic certifications such as 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman-Owned Small Business (WOSB), or Economically Disadvantaged WOSB (EDWOSB). Firms must demonstrate relevant experience through three to five projects completed within the past ten years of similar scale, scope, and complexity, and must demonstrate nationwide capacity to manage and execute multiple task orders simultaneously across diverse geographic locations. The small business size standards are $12.5 million for architectural services and $25.5 million for engineering services. The notice explicitly encourages participation from qualified small business concerns and socio-economic program participants to assist GSA in evaluating small business set-aside feasibility. This is a market research notice only and does not constitute a formal solicitation; responses are not offers and cannot form binding contracts. The Government will not reimburse any costs associated with responding, and responders should not anticipate feedback regarding their submissions. Primary contacts for submission are Joel Doucette and Hillary Gonzalez at GSA's Centralized Acquisition Services office located at 1800 F Street NW, Washington, DC 20405.

Overview
The General Services Administration (GSA), Public Buildings Service (PBS), is conduct-ing market research to establish Multiple- Award Indefinite-Delivery, Indefinite- Quantity (IDIQ) contracts for comprehen-sive, multidisciplinary Architect-Engineer (A/E) services.
These contracts are intended to provide in-tegrated, sustainable, and adaptive design solutions across federally owned and leased real property nationwide.
