About this opportunity

The U.S. Army Corps of Engineers (USACE), in partnership with the United States Merchant Marine Academy (USMMA), is issuing a Sources Sought notice for design and construction of the Crowninshield/Cressy Pier project as part of the USMMA Campus Modernization Program, with responses due August 20, 2026.

This is market research preceding formal solicitation. USACE and USMMA are identifying qualified contractors capable of delivering a specialized waterfront construction project at the Academy's Kings Point, New York campus in Nassau County. The new pier will be constructed within the footprint of the former Cressy Pier and will function as a premier facility showcasing USMMA's maritime training mission while protecting the basin, reducing seawall degradation, and providing academic space.

The Crowninshield/Cressy Pier is part of a comprehensive campus modernization initiative that includes upgraded barracks, academic buildings, training facilities, athletic facilities, and waterfront spaces across the entire USMMA campus. The project is categorized as commercial and institutional building construction (NIGP 236220).

The Sources Sought document (W912DS26S0042) invites potential contractors to express interest and demonstrate relevant waterfront construction experience and technical capabilities prior to formal RFP issuance. Responses will inform USACE and USMMA's assessment of market availability and contractor qualifications, shaping the eventual procurement strategy and specification requirements.

No contract value, contract term, or anticipated award date is stated in the notice.
