About this opportunity

U.S. Army Garrison Rock Island Arsenal (USAG RIA) in Illinois is issuing a Sources Sought notice for the repair and repurposing of Building 138 into a parking garage for snow removal vehicles, with responses due May 15, 2026.

This is a market-research solicitation preceding formal competitive bidding; responses do not constitute binding bids. The scope involves replacement of the existing 12,000-square-foot concrete floor with new drainage to handle debris and moisture from vehicles, installation of life-safety-code-compliant man doors, replacement of the existing sliding wood door with a new coiling overhead door, extensive exterior masonry repairs to restore weather-tight enclosure integrity, installation of new mechanical ventilation equipment meeting current codes, and addition of electrical outlets for tenant power requirements. No contract value, contract term, or performance timeline is specified in the notice. NIGP commodity code 236220 (Commercial and Institutional Building Construction) applies.

The notice is designed to identify qualified contractors and assess market capability, availability, and past performance before release of a formal Invitation for Bid or Request for Proposal. Responses to sources-sought notices are informational and do not establish contractual obligations or financial commitments.
