About this opportunity
Michigan's Department of Technology, Management & Budget (DTMB) is soliciting bids to produce 75,000 copies of the "SOS-428 ID Requirements for Original License or ID (Rev 6/26)" guide, with bids due November 4, 2026. Only prequalified vendors are eligible to bid. Pre-qualification with Print & Mail Management (PMM) and State registration takes approximately one week.
Bids must be submitted online and include all costs, including freight to the dock at 7461 Crowner Drive, Lansing, on F.O.B. destination, prepaid terms. Vendors must submit a detailed quote letter with their bid, and omitting it results in automatic disqualification. Late bids will not be accepted. Award is based on best price and value to the State, so the lowest bidder is not guaranteed selection if quality concerns or inability to meet requirements are identified.
Production specifications call for an 8.5" x 11" finished size, four-color printing on both sides with no bleeds, and 60# white text stock. Documents are wrapped in packages of 250, with cartons labeled for contents, quantities, and packaging information. Pallets must be single-face hardwood within stated dimensions and a 4,000-pound maximum gross weight. A PDF proof is required before production. Electronic copies must be delivered in source software format with all revisions, fonts, and images, plus PDF, and all materials become State property upon delivery. Overruns are at the vendor's expense.
Bidders must disclose every anticipated subcontractor, each subcontractor's percentage of the total bid price, and the percentage of subcontracted work performed by Geographically Disadvantaged Business Enterprises (GDBEs) under Michigan Executive Directive 2019-08. Under the standard short-form terms, undisputed invoices are paid within 45 calendar days of the later of invoice receipt or final acceptance, by electronic funds transfer through the SIGMA VSS system, and the State is exempt from sales and federal excise taxes.
Jurisdictions listed are Grand Traverse County and three Lansing City entries. Pre-qualification questions go to Andrew Hale at 517-636-0092 or halea3@michigan.gov.
