About this opportunity
The State of Maine Department of Environmental Protection is requesting quotes on sorbent booms with quotes due March 31, 2010, and awards to be made to the lowest responsible bidder based on best value to the state.
The scope requires sorbent booms and sorbent pads manufactured from microfiberous meltblown polypropylene fill with nylon mesh outer covering, full-length polypropylene rope with rings and connecting clips, hydrophobic and oleophilic, non-linting, and resistant to shredding. Booms must measure 4–5 inches in diameter by 10 feet in length, supplied in packaging of 4 pieces per bale with pallets containing 20 bales each, shrink-wrapped and not exceeding 8 feet in height. Prior to award, the State may request one bale from selected bidders for sample testing to evaluate dry weight per section, absorbency to saturation by weight, retention of recovered product, water absorbency, and cost per gallon recovered. Bidders must clearly indicate compliance with all minimum specifications and provide detailed explanations of any deviations.
The estimated annual contract value is approximately $25,000.00, though the actual amount is contingent on quantities ordered. The contract term runs from April 1, 2010, through April 29, 2011, with provisions for two possible one-year extensions. Deliveries must be made to one of three Department of Environmental Protection warehouse locations in Augusta, Portland, or Bangor, with 24-hour advance notice required and arrival during normal receiving hours in first-class condition. Contract prices are firm throughout the duration and include all transportation charges on an FOB destination basis. In-state bidders or those offering commodities produced or manufactured in Maine receive preference in cases of tied quotes with equal price, quality, availability, and other factors. Electronic submission is required, with quotes closing at 2:00 p.m. local time. The State reserves the right to increase or decrease ordered quantities by up to 10% and to reject any or all quotes.
