About this opportunity
The State of Illinois Department of Natural Resources is soliciting bids for Sonar One herbicide, an EPA-registered aquatic vegetation control product, with proposals due June 3, 2026. This is a federal-assistance procurement funded through the Great Lakes Restoration Federal Assistance Program (CFDA #15.662), and the contract is subject to extensive federal compliance requirements including FAR 31.2 cost principles, 2 CFR Part 200 uniform administrative standards, Davis-Bacon Act prevailing wage standards, debarment certifications, Byrd Anti-Lobbying Amendment requirements for awards of $100,000 or more, Buy America domestic procurement preferences, and Clean Air Act and Federal Water Pollution Control Act compliance.
Sonar One is a pelleted selective systemic aquatic herbicide containing 5% fluridone (EPA Reg. No. 67690-45), manufactured by SePRO Corporation. The product is designed for freshwater environments including ponds, lakes, reservoirs, potable water sources, drainage canals, irrigation canals, and rivers. Maximum allowable application rates are 90 parts per billion (ppb) in ponds and 150 ppb in lakes and reservoirs per annual growth cycle. Application near potable water intakes is limited to 20 ppb within one-fourth mile of functioning intakes and requires FasTEST confirmation if applications exceed this threshold. The product controls submersed plants such as hydrilla, egeria, fanwort, and watermilfoil, as well as floating plants and shoreline grasses; algae species are not controlled. Visible herbicidal symptoms appear within 7 to 10 days under optimal conditions, with full control typically achieved within 30 to 90 days.
The contract is effective according to dates specified in the underlying purchase order, with no extensions without written Department approval. Contractors must comply with State of Illinois standard terms and conditions, including $1,000,000 per occurrence and $2,000,000 annual aggregate commercial general liability insurance, prevailing wage requirements, three-year record retention (five years if federal funds are used), and a twelve-month minimum warranty on supplies. The State retains the right to terminate for cause immediately or for convenience with thirty days' notice. All work product is deemed work-for-hire with exclusive ownership vesting in the State of Illinois.
