About this opportunity

The City of St. Petersburg, Florida is soliciting competitive responses for the procurement of one new ADA-compliant SoloRider Golf Cart, Series 35R, to replace an existing golf cart that has reached the end of its life cycle at Mangrove Bay Golf Course. The golf cart will enhance accessibility and provide an inclusive golfing experience for individuals with disabilities. The specified equipment is a new SoloRider Series 35R Model in white, featuring a patented swivel seat with electric stand-up mechanism, custom suspension with coil-over shocks, three 36V lithium batteries with 8-year pro-rated warranty, regenerative braking system, transfer bars, safety belts, and other accessibility features. The vendor must submit a cost proposal with separate line items for the golf cart unit cost and delivery charges to the specified location at 875 62nd Avenue NE, St. Petersburg, Florida 33702, with delivery required fully assembled, tested, and ready for operation within 4-8 weeks of purchase order receipt. Qualified vendors must have a minimum of two years' experience providing adaptive or ADA-compliant mobility golf cart equipment and authorization as a distributor of SoloRider golf carts, and the vendor must provide manufacturer's standard warranty coverage including five years on the frame, three years on the drive train, eight years pro-rated on batteries and charger, one year on all other components, warranty documentation, service and maintenance requirements, basic operational training upon delivery, and one SoloRider technical manual. The solicitation was released on April 17, 2026, with a deadline for questions on April 22, 2026, and a response deadline of April 28, 2026, at 3:00 PM, with all responses to be submitted electronically through the OpenGov Procurement portal at https://procurement.opengov.com/portal/stpete.

This is a one-time purchase with no renewal options and no specific funding amount is identified in the solicitation; however, based on manufacturer quotes, the base SoloRider vehicle is priced at $17,500.00 per unit with standard shipping at $700.00, though final shipping costs may vary based on delivery address and tractor-trailer accessibility, and optional accessories are available at additional costs. The procurement does not impose mandatory set-asides or participation requirements for small, veteran, minority, or women business enterprises; however, the City encourages proactive engagement with these business categories through the Subcontractor Utilization Plan and has established voluntary goals for SBE, WBE, veteran-owned, and MBE participation in the Tampa Bay Region, with proposers required to describe their outreach efforts and engagement strategies, though proposers with zero participation amounts will not be considered non-responsive. Vendors may subcontract up to 80 percent of the contract work, with only first and second tier subcontractors permitted unless otherwise noted, and any subcontractor changes must be submitted in writing to the City's Procurement & Supply Management department to the Contracts Compliance Manager. The City has established non-negotiable contract terms regarding indemnification, insurance coverage (minimum one million dollars per occurrence commercial general liability and two million dollars aggregate), governing law, dispute resolution, and liability limitations, and the City reserves the right to award to a single vendor and to terminate the contract for convenience upon thirty days' written notice or immediately for safety, indemnification, or insurance violations.
