About this opportunity
Charles County, Maryland is seeking sealed proposals from qualified firms to provide comprehensive solid waste management consulting services through a task-order based contract. The procurement, designated as RFP 25-005, focuses on engineering, design, planning, monitoring, and inspection services for the county's closed and active landfills, specifically Charles County Landfill #2 (CCLF2) and Pisgah Landfill. Required services include retrofitting gas collection systems, evaluating landfill gas-to-energy potential, planning vertical expansion, closure planning, permitting, construction oversight, and inspection. The contract will cover three primary service categories: Solid Waste Evaluation/Design/Engineering, Landfill Gas Monitoring/Reporting/Field Services, and Groundwater Monitoring/Reporting/Field Services. Evaluation criteria will assess project understanding, key staff experience, project experience, and pricing, totaling 100 points. A non-mandatory pre-proposal meeting is scheduled for July 29, 2024, at 10:00 am, with proposals due on September 17, 2024, at 10:00 am. The initial contract term runs from execution through October 31, 2026, with four optional one-year renewals at the county's discretion.
The county has established an aspirational goal of 25% Minority Women Business Enterprise (MWBE) participation and maintains a Small Local Business Enterprise (SLBE) program that may provide preference for registered local businesses. Individual task orders will not exceed $150,000, and the procurement will result in multiple contracts with firms qualified to provide specialized services. Payment will be hourly and based on specific professional roles with defined minimum qualifications, including Principal, Project Manager, Environmental Scientist, and Technician. The project is 100% county-funded with an estimated annual cost of $150,000, initially allocating $40,000 in fiscal year 2024 and $150,000 in subsequent years. Funding will be supported through two general ledger accounts: 27054338.53000 (70%) and 35054357.530000 (30%). All purchase orders are contingent upon fiscal funding appropriation, and an official Notice to Proceed must be issued before any work can commence. The county reserves the right to issue task order requests to one or multiple contractors at its discretion, with task awards based on factors including price, experience, capacity, key personnel, availability, approach, and past performance.
