About this opportunity
The City of Antioch is soliciting proposals for Solid Waste Collection Franchise Agreement Development and Procurement Consulting Services, with two scopes of work to be combined in a single agreement, with proposals due November 10, 2026 at 4:00 p.m. PST.
Scope #1 addresses the expiration of the City's current franchise agreement with Republic Services on December 31, 2028. The consultant will review the existing agreement and provide actionable recommendations for structural and operational improvements; analyze current service provider performance and operational statistics; support renegotiation and revision of the current agreement or develop a new integrated franchise agreement combining collection and post-collection services; and procure a qualified service provider to commence operations January 1, 2029. Scope #2 provides on-call miscellaneous consulting services on a task order basis with hourly rates; the City does not guarantee minimum work or compensation during the agreement term.
Environmental stewardship and service quality are central evaluation criteria alongside cost. The City prioritizes waste diversion maximization, carbon footprint minimization (including optimization of vehicle miles traveled), acceleration of clean alternative fuels and zero-emission fleet transition, strict compliance with California SB 1383 state diversion mandates, and long-term environmental stewardship. The consultant must demonstrate qualifications in franchise agreement drafting, SB 1383 compliance, strategic planning, zero waste implementation, operational reviews, rate adjustment reviews, contamination monitoring, environmental impact report preparation, and franchise fee compliance auditing. The City will not award to irresponsibly low bidders lacking adequate operational resources.
An addendum is scheduled for October 28, 2026. Contact: Toby Beach, tbeach@antiochca.gov.
