About this file

This is a Bid Notice issued by the City of Antioch, California, soliciting proposals from qualified consulting firms to provide Solid Waste Collection Franchise Agreement Development and Procurement Consulting Services, along with on-call miscellaneous consulting services. The City seeks consultant assistance to review the existing franchise agreement with Republic Services (expiring December 31, 2028), analyze current service provider performance, support renegotiation or develop a new integrated franchise agreement for both collection and post-collection services, and procure a qualified service provider to commence operations on January 1, 2029. The proposal submission deadline is 4:00 p.m. PST on Tuesday, November 10, 2026, with an addendum date of October 28, 2026. The City intends to execute a single agreement with one consultant covering both scopes of work.

Environmental stewardship and service quality are central evaluation criteria alongside cost, with emphasis on maximizing waste diversion, minimizing carbon footprint, optimizing vehicle miles traveled, accelerating transition to clean alternative fuels and zero-emission fleets, ensuring compliance with SB 1383 state diversion mandates, and preventing awards to irresponsibly low bidders lacking adequate operational resources. Scope #2 compensation will be provided on a task order basis with hourly rates, and the City does not guarantee any minimum work or compensation during the agreement term. The consultant must demonstrate qualifications across services including franchise agreement drafting, SB 1383 compliance, strategic planning, zero waste implementation, operational reviews, rate adjustment reviews, contamination monitoring, environmental impact report preparation, and franchise fee compliance auditing. Bid Title: SOLID WASTE COLLECTION FRANCHISE AGREEMENT DEVELOPMENT

AND PROCUREMENT CONSULTING SERVICES

Category: Public Works RFPs

Status: Open

Bid Recipient: Toby Beach, tbeach@antiochca.gov

Description:

The City of Antioch is soliciting proposals from qualified firms for two Scopes of Services:

Scope #1: Franchise Agreement Development and Procurement Services

Scope #2: On-Call Miscellaneous Consulting Services

The City intends to enter into one agreement with the Consultant for both Scope #1 and Scope #2. The deadline for submission of proposals for this work is 4:00 p.m. PST on Tuesday, November 10, 2026.

Scope #1: Franchise Agreement Development and Procurement Services

The current franchise agreement between the City and Republic Services will expire on December 31, 2028. Depending on proposals received and future municipal evaluations, the City may elect to negotiate an extension or amendment of the existing agreement, or alternatively, award a new franchise agreement to a selected solid waste collector, with support and guidance from the Consultant. The City is seeking Consultant assistance to perform the following tasks:

1. Review the existing franchise agreement and provide actionable recommendations for structural and operational improvements.

2. Analyze current service provider performance and operational statistics.

3. Support with renegotiation and revision of the current agreement and/or develop a new, updated, and integrated franchise agreement combining both collection and post-collection maintaining current practice.

4. Procure a qualified service provider to commence full services on January 1, 2029.

Loadin

In addition to cost, environmental stewardship and service quality will serve as central evaluation criteria for selecting the 2029 franchisee. The City aims to maximize waste diversion and to minimize the carbon footprint of collection and post-collection operations. This includes optimizing vehicle miles traveled

(VMT), accelerating the transition toward clean alternative fuels and zero-emission collection fleets, ensuring strict compliance with state diversion mandates (e.g., SB 1383), and advancing long-term environmental stewardship across the community. To safeguard service reliability, the City seeks to prevent awarding a combined franchise agreement to an irresponsibly low bidder that fails to allocate adequate operational resources—such as sufficient routing, modern fleet equipment, proper staffing levels, and certified post-collection facility capacity. The City requires a Consultant with deep industry expertise to rigorously evaluate the current contract and level of service, support negotiations for a potential agreement renewal or amendment, or alternatively, assist in development and negotiation of a new franchise agreement—including the technical and financial evaluation of all proposals received. The selected Consultant must be capable of conducting detailed cost-benefit analyses to explain cost discrepancies between competing proposals, benchmark operational assumptions against industry standards, and effectively lead contract negotiations to secure high-quality, cost-effective, and environmentally responsible service.

The selected Consultant will work collaboratively with City staff and our legal counsel. City staff will maintain substantial involvement throughout the procurement, and the Consultant will assist staff in presenting analyses and progress updates to the Antioch City Council. Attachment A outlines anticipated division of responsibilities.

Scope #2: On-Call Miscellaneous Consulting Services

Franchise agreement drafting and restructuring, including modern contract terms, fee structures, and performance standards tailored to municipal goals;

Annual cost-based and index-based rate adjustment reviews, including alternative rate mechanisms intended to protect municipal and ratepayer interests during negotiations;

The Consultant shall identify which of the services listed above they are qualified and interested in providing, submit corresponding fee and rate schedules—including completion of the Attachments—and demonstrate relevant qualifications. Additionally, Consultants may propose supplementary services that

Loadin may be of value to the City.

As these services are on-call and as-needed, the City does not guarantee that the selected Consultant will be given any amount of work or compensation during the term of the agreement.

On-Call Miscellaneous Consulting Services will be provided on a task order basis. As needed, the City will request a task order and describe the desired services. The Consultant will provide hourly rate quote(s) for all requested task(s) prior to any work, including any reimbursable expenses (if applicable). The
