About this opportunity
Orange County is seeking residential waste and recycling collection services for over 230,000 residential units in its unincorporated areas, with a hybrid market sounding event scheduled to gather industry insights for an upcoming procurement. The county currently has five separate contracts with three firms, which will expire on December 31, 2025, with a new contractor required to begin operations on January 1, 2026. The procurement will cover comprehensive waste management services, including weekly garbage and recycling cart collection, yard waste removal, and bulky item pickup. The county is specifically interested in exploring various collection approaches, such as fully versus semi-automated collection methods, cart management structures, service verification technologies, and fleet considerations including low-emission vehicle trends. The market sounding event is designed to facilitate dialogue on critical collection-related matters before the formal solicitation's cone of silence is imposed, with the county planning to publish the final Request for Proposal (RFP) in the first quarter of 2024. Interested waste hauling companies are invited to participate, and questions about the event can be directed to Alina.Hernandez@ocfl.net by the due date of August 17, 2023.
While no specific set-aside designations or restrictions were explicitly mentioned in the contract opportunity, the procurement appears open to waste management companies with demonstrated capabilities in residential collection services. The current contracts involve three firms providing services across five separate agreements, suggesting potential opportunities for both incumbent and new vendors. The county has not disclosed a specific budget range or award value for the contract, though the scope covers services for 230,000 residential units, which implies a significant potential contract value. The procurement will evaluate vendors based on multiple criteria, including collection approaches, technology integration, fleet capabilities, environmental considerations, and operational efficiency. Potential respondents should be prepared to demonstrate expertise in automated and semi-automated collection methods, low-emission vehicle technologies, route optimization, customer service capabilities, and innovative waste management solutions. The hybrid market sounding event represents an opportunity for vendors to gain insights into Orange County's specific requirements and potentially position themselves favorably in the upcoming formal solicitation process.
Opportunity text
Orange County provides residential waste and recycling collection services to more than 230,000 residential units (primarily single-family) residences in the unincorporated areas of the County. Currently, the County has five separate contracts with three firms to provide collection services. Services provided to residents include once per week collection of garbage in carts, recycling in carts, up to three cubic yards of yard waste and up to three cubic yards of bulky items. The current agreements expire on December 31, 2025 and the new contractor must begin collection operations on January 1, 2026.
Orange County is preparing a new solicitation for the collection of residential curbside materials when the current contracts expire. To understand the latest industry technologies and solutions brought by the private sector, the County is hosting a hybrid in-person and virtual market sounding event. The County welcomes attendees who provide residential collection services to participate and hopes to obtain insight that might assist during the procurement process.
The County's current goal is to publish the final RFP in the first quarter of 2024.
The County is requesting information from waste hauling companies interested in providing residential waste and recycling services to waste collection. - Cart management structures (i.e., hauler management of carts)
- The latest in positive service verification technology
- Implications of de-bagging yard waste
- Fleet age requirements
- Trends in low-emission vehicles - electric vs. CNG powered vehicles
- Truck sizes and service issues related to trends in urban development for narrow roads, bike lanes, and alley collection
- Route sizing
- Specialized messaging on trucks
- Hauler surveys for residential customers
- Zone staffing - Contract Manager, Operations Manager, Route Supervisors, Customer Service Supervisors
- Other topics that collection contractors want to discuss with the County as the solicitation and contract are prepared
