About this opportunity
The Village of Roberts, located in Wisconsin, is soliciting engineering services for a comprehensive sidewalk improvement project potentially funded through the Wisconsin Department of Transportation's (WisDOT) Transportation Alternatives Program (TAP) Safe Transportation Alternatives for Rural Schools (STAR) grant. The procurement seeks a qualified engineering firm to provide two primary services: grant application assistance and design/construction phase services, including grant administration. The project encompasses approximately one mile of sidewalk improvements throughout the Village, with a specific focus on creating safe routes to school by connecting neighborhoods, a park, and a mobile home park to Roberts Elementary School. Interested firms must submit detailed documentation including firm description, key personnel resumes, project qualifications, reference contacts, and a project approach description. All submissions must be received by the Village of Roberts, located at 107 E Maple Street, Roberts, WI 54023, no later than 2:00 p.m. on May 15, 2025. The consultant selection will utilize a Qualification-Based Selection (QBS) process, and interested parties may direct questions to Village Clerk Megan Dull at (715) 749-3126.
The project is subject to a discretionary Disadvantaged Business Enterprise (DBE) goal assessment and is part of the Justice40 initiative, which aims to ensure at least 40% of grant benefits flow to disadvantaged communities. The total estimated project cost is $717,500, with an 80% federal funding commitment up to $573,600, leaving the Village of Roberts responsible for the remaining costs and any non-participating expenses. The project is funded for Federal Fiscal Years 2024-2028, with a project award date of June 4, 2024, a commencement deadline of June 4, 2028, and a completion deadline of June 30, 2030. The project will include design ($111,000) and construction ($606,500) phases, with specific infrastructure improvements including sidewalk network expansion, curb extensions for safer pedestrian crossings on Division Street, and connectivity improvements within a 1/4 mile radius of Roberts Elementary School. Funding is contingent upon inclusion in Wisconsin's approved Transportation Alternatives Program and adheres to the Catalogue of Federal Domestic Assistance (CDFA) number 20.205 for Highway Planning and Construction.
