About this opportunity
The Oregon Department of Fish and Wildlife's Marine Resources Program is pursuing a sole source procurement for acoustic telemetry tags manufactured by Innovasea/Vemco. The specific procurement involves 40 acoustic telemetry tags (model V9-2x-A69-1602) to be used in research studying the migratory patterns and daily movements of Yelloweye Rockfish. The primary objective is to collect scientific data about fish movement through a specialized research approach involving chartered fishing boats, tag application, and satellite data transmission. The procurement is justified by the need to maintain compatibility with an existing $200,000 investment in acoustic receiver moorings and the specialized functionality of the InnovaSea tags. The sole source determination was posted on March 9, 2022, with an initial due date of March 16, 2022, and is intended to remain in effect for up to 5 years to cover the duration of the research project. The tags will specifically enable researchers to track fish movements and collect critical migration data that can inform fishery management strategies.
The procurement appears to have no specific set-aside designations for disadvantaged enterprises or small businesses. Innovasea is the sole developer, manufacturer, and supplier of the Vemco line of acoustic telemetry equipment, which uses proprietary technology and coding techniques not based on an open standard. The company exclusively owns the tag ID database critical to successful acoustic telemetry studies and provides the only warranty for product operations. The total estimated cost for the 40 InnovaSea tags is $15,500, with the contract impacting the jurisdictions of Lincoln County and Newberg City in Oregon. The procurement will leverage existing infrastructure, specifically the department's current investment in acoustic receiver moorings, and requires strict adherence to Innovasea's specialized technological ecosystem. The sole source justification emphasizes that using non-Vemco/Innovasea products could potentially interfere with ongoing research studies and compromise the integrity of the acoustic telemetry system.
Opportunity text
The Oregon Department of Fish and Wildlife's Marine Resources Program conducts many research projects using acoustic telemetry techniques. We currently have transmitters and receivers made by Vemco/Innovasea, Inc. The transmitters and receivers operate on a coded system that is not compatibable with nonVemco/Innovasea receivers. Sole source will remain in effect for up to 5 years.
