About this opportunity

The Town of Palm Beach, Florida is conducting a sole source procurement for the MVB3X Modular Vehicle Barrier System from Advanced Security Technologies LLC (AST), with the solicitation posted on March 3, 2026 and a response due date of March 10, 2026. The procurement seeks a complete 48-unit vehicle barrier system designed for rapid deployment and removal at security checkpoints and event perimeters, including 48 MVB3X barrier units, 24 pivot units, slide wheels, magnetic sequential lighting, and a 16-foot tandem axle transport trailer with 10,000-pound capacity. The barrier units must meet U.S. Department of Homeland Security Safety Act designations and ASTM-F2656-15 certification standards, with individual units weighing less than 53 pounds capable of being assembled, deployed, and dismantled by a single person in under one minute without tools. The system must be capable of stopping a 16,500-pound vehicle and can be repositioned by a single operator in less than ten seconds to permit emergency vehicle access. Key deliverables include on-site equipment training at no additional cost and delivery within 10-12 weeks after order receipt. The Town reserves the right to award the entire project or portions thereof and remains open to alternative vendor submissions if other providers can supply equivalent products and services, with questions due before the designated questions deadline and responses submitted electronically through the Bonfire platform.

While this procurement is designated as sole source based on AST's unique technical capabilities and exclusive operational knowledge, the Town of Palm Beach has not imposed set-aside restrictions and remains open to competing vendors who can provide equivalent products and services. All proposers must meet minimum qualifications demonstrating at least three years of experience with municipal or commercial contracts, must be registered with the E-Verify System, and must comply with comprehensive certification and compliance requirements including drug-free workplace certification, scrutinized company certifications regarding boycotts and restricted business activities, public records compliance obligations, and comprehensive insurance requirements including $1,000,000 general liability coverage with the Town as an additional insured. The current incumbent contractor is Advanced Security Technologies LLC, which has supplied MVB systems to over 100 government agencies since 2017 and exclusively operates the MVB3X rental program. The total project value is $132,605 for the 48-unit system with trailer, accessories, and training, with freight and delivery included, though taxes are the responsibility of the purchaser. Payment terms are net 30 days, and the awarded contractor must provide a minimum one-year warranty against defective materials and workmanship, with defective items replaced at no cost to the Town and loaner goods provided at no expense if repairs exceed ten working days.
