About this opportunity

This state and local contracting opportunity is for the Illinois Department of Human Services (DHS) to procure court monitoring services for the Ligas Consent Decree. The selected vendor, Ronnie Cohn, will be responsible for reviewing and evaluating data and information involved with the consent decree, evaluating the state's compliance, identifying areas of non-compliance, mediating disputes between the parties, and providing periodic reports to the court. The initial contract term is from July 1, 2024 to June 30, 2025, with potential for renewal. The estimated value of the initial term is $305,850. This procurement is required by a court order, and Ronnie Cohn was previously appointed as the Ligas Court Monitor effective July 1, 2015. DHS is seeking to continue Cohn's services to avoid further litigation costs and the potential appointment of a federal court monitor if the state is not in compliance with the implementation plan.

This sole source procurement is open to the public, and a public hearing will be held on February 28, 2024, at 2:00 p.m., unless an interested party submits written comments or makes a written request for a public hearing by February 23, 2024, at 4 p.m. The purpose of the hearing is to receive information from the public as to whether the contract award by sole source is appropriate and in accordance with the Illinois Procurement Code. There are no set-aside designations or restrictions on the types of organizations that can respond. The current incumbent, Ronnie Cohn, is the only vendor eligible for this contract, as they were previously appointed by the court to serve as the Ligas Court Monitor.
