About this opportunity
The Illinois Department of Corrections is procuring the Argus Security Suite through a sole source contract award to ICSolutions (doing business as Inmate Calling Solutions, LLC), with Keefe Group providing licensing, implementation, and support services. The procurement addresses the department's critical need for an advanced investigative platform to manage significantly increased inmate communication volume resulting from implementation of a new tablet system that provides individuals in custody access to calls, emails, and messages at reduced rates. The Argus Security Suite is a comprehensive investigative solution featuring voice print recognition technology with over 95% accuracy, PIN theft detection, keyword monitoring, automated alerting, behavioral analytics, and secure searchable archives of all communications. The platform is designed to enable existing investigative staff to handle increased communication volume without requiring additional personnel. The contract is structured as a one-time purchase term contract with an estimated begin date of May 15, 2026, and end date of May 14, 2027. The deadline for interested parties to submit written comments or requests for a public hearing was May 8, 2026, at 4:00 p.m., with the scheduled public hearing set for May 13, 2026, at 2:00 p.m. via Webex conference call. No public hearing was ultimately held as no interested parties submitted written requests by the deadline.
The sole source designation is based on the Argus Security Suite being proprietary and the sole investigative platform designed to fully integrate with the department's existing ICSolutions tablet system, with no other vendor offering compatible technical architecture, data interfaces, or security frameworks for embedded investigative tools. The department determined pricing to be fair and reasonable by comparing the cost of the platform against the expense of hiring additional investigators to manually review communications, concluding that the Argus implementation provides superior value. The total contract value is $2,580,000 for the initial term, with funding provided through state appropriated funds. The contract obligates the state to ongoing vendor relationships for maintenance, licensing, and continuing support services. The State Purchasing Officer approved the sole source determination on April 27, 2026, following approval signatures from department representative Amanda Hardwick and State Agency Bureau/Division Head Jacenta Wilson. Inquiries regarding this procurement should be directed to Dianne Richman at the Illinois Chief Procurement Office for General Services at Dianne.Richman@illinois.gov or 217-622-1857.
