About this opportunity

The Comptroller of Maryland, Office of Administration and Finance, is seeking proposals for the renewal of SolarWinds Observability Self-Hosted Advanced for Enterprise subscription under a Small Business Reserve procurement, with responses due October 8, 2026 at 10:00 a.m. This solicitation is restricted to certified small business vendors meeting Maryland State Finance and Procurement Article (14-501–14-505) requirements and to Master Contractors previously awarded contracts under the Commercial Off-the-Shelf Software (COTS 2012) primary agreement (060B2490021) — both eligibility gates must be met.

The scope covers three consecutive annual renewals of the AE750 license (up to 750 nodes) with one-year subscription terms. The first subscription period runs October 15, 2026 to October 14, 2027, with subsequent renewals covering the 2027–2028 and 2028–2029 periods. Place of performance is the Comptroller of Maryland — ITD, 108 Carroll Street, Annapolis, Maryland.

Bidders must be authorized resellers and provide manufacturer pricing screenshots, estimated ship dates, all applicable software licensing agreements and terms and conditions, and password-protected bids via email to Susan Phillips (Agency Point of Contact). Pricing must remain valid for at least 90 days after the bid due date. Evaluation criteria prioritize price and conformance with scope. Invoicing occurs annually via email to itinvoices@marylandtaxes.gov, with the first invoice due within 30 days of contract start and subsequent invoices on the anniversary date.

Questions are due October 5, 2026 at 5:00 p.m. EDT. Responses must be submitted by email, not through eMMA.
