About this opportunity
The Town of Plainville, Connecticut, located in Hartford County, is seeking proposals from solar energy providers through a Request for Proposal (RFP) to design, permit, install, finance, own, operate, and maintain a photovoltaic (PV) system at the capped municipal landfill site located at 23 Granger Lane. The primary objective is to select a developer who will lease available acreage on the landfill and establish a long-term lease agreement for the solar installation. Interested developers must submit comprehensive proposals demonstrating their capability to fully manage the project lifecycle, including system design, permitting, financial structuring, installation, and ongoing operations and maintenance. The solicitation period runs from November 20, 2024, to December 19, 2024, with a mandatory site visit scheduled for December 9, 2024, at 10:00 AM at the Plainville Transfer Station. Proposals must be submitted to the Town Manager's Office by December 19, 2024, at 12:00 PM EST, and will be evaluated based on the developer's qualifications, responsiveness, and experience in solar energy project development.
The Town encourages participation from disadvantaged business enterprises (DBEs) and maintains a non-discriminatory policy that welcomes proposals from vendors regardless of race, color, religion, national origin, sex, age, disability, sexual orientation, marital status, or other protected characteristics. While no specific contract value or budget range is explicitly stated in the documentation, the project will be structured as a self-financed, design-build-operate arrangement where the selected developer will be responsible for all project costs and financing. Proposal documents are available electronically by contacting the Assistant Town Manager at purchasing@plainville-ct.gov or through the town's website. The Town reserves the right to reject any or all submissions and to accept portions of submissions when deemed in the public's best interest. Delivery terms are specified as Free On Board Destination, with payment terms to be vendor-specified, indicating flexibility in the financial structure of the proposed solar project.
