About this opportunity
The Missouri Department of Transportation, St. Louis District, is soliciting responses for STEALTH II 120-23-O-IXC Solar Lighting Solutions under a single-feasible-source determination, with responses due August 19, 2026. This is a sole-source procurement; MoDOT has determined that only Solar Lighting International can provide equipment meeting the district's operational requirements.
The procurement addresses copper wire theft on district roadways by deploying above-ground, wire-free solar lighting systems. Solar lights operate independently from sunlight without requiring underground wires, conduits, junction boxes, or associated contractor labor, thereby eliminating theft risk while maintaining roadway illumination. The specific product is the STEALTH II 120-23-O-IXC model manufactured by Solar Lighting International, identified as Buy American compliant.
The contract runs from the date of award through August 31, 2027, with two optional one-year renewal periods at MoDOT's sole discretion. The procurement is structured as a Blanket Purchase Agreement. No pre-bid conference or site visit is scheduled. Responses must be submitted electronically through MissouriBUYS; vendors must be registered in that system and complete all required business compliance exhibits prior to submission. Evaluation uses multiattribute scoring methodology. The source does not identify an estimated contract value or specific unit quantities.
Bidders must complete Buy American certification tables documenting whether products are U.S.-manufactured, foreign-manufactured, or sole U.S. manufacturer items under qualifying international trade agreements. Misrepresentation on this certification constitutes a class A misdemeanor. Vendors must maintain adequate liability insurance with MoDOT listed as an additional insured and comply with applicable state and federal law, including drug-free workplace and nondiscrimination requirements. Price increases are prohibited during the first six months of the contract period or any renewal period and do not apply to quantities already obligated by purchase order. MoDOT reserves the right to reject any or all bids and modify quantities from estimated amounts.
Opportunity text
The Missouri Department of Transportation, St. Louis District, has determined that only one source, Solar Lighting International, can provide the department with STEALTH II 120-23-O-IXC Solar Lighting Solution. MoDOT has not found any other product on the market that meets our needs. Our district is currently experiencing high theft of copper wire. Solar lights are operated by sunlight. These solar lights do not require wires, conduits, junction boxes, or costly contractor work. Because all components are mounted above ground and out of reach, there is no risk of wire theft. This ensures our roadways remain safely lit for the public. This notice shall meet the single feasible source requirements for one calendar year and in association with the needs required. Contract Period: Date of Award - August 31, 2027, with the option to renew for two (2) one-year renewal period.
