About this opportunity

California Polytechnic State University (Cal Poly SLO) is seeking proposals for a Solar 4 Photovoltaic Project through RFP #202906040, with the primary objective of identifying a development partner to design, install, operate, and own a multi-megawatt distributed solar photovoltaic (PV) system on its campus. The procurement specifically targets a system provider capable of executing a comprehensive solar energy infrastructure project, with the university issuing two separate but potentially complementary RFPs - one for the PV system and another for a Battery Energy Storage System. Proposals must be submitted through Public Purchase (https://www.publicpurchase.com/gems/bid/bidView?bidId=205091) by October 15, 2025, with the project spanning San Luis Obispo County and potentially impacting San Francisco City jurisdictions. The RFP indicates that while the two solicitations will be evaluated independently, Cal Poly prefers a single entity capable of providing services for both the solar PV system and battery storage system. Potential proposers must register as a vendor with Cal Poly and carefully review the detailed requirements and evaluation criteria specified in the comprehensive RFP documentation.

While specific set-aside designations are not explicitly detailed in the provided information, vendors should anticipate potential qualifications related to solar energy infrastructure development expertise. The project appears focused on finding a sophisticated system provider with demonstrated capabilities in designing and implementing large-scale photovoltaic systems for educational campus environments. Proposers will likely need to demonstrate technical proficiency, financial stability, and experience with complex renewable energy infrastructure projects. Although exact budget ranges are not specified, the description of a "multi-megawatt" system suggests a significant capital investment and potential long-term operational contract. The university's preference for a single entity to manage both the solar PV and battery storage components indicates a comprehensive approach to renewable energy infrastructure development. Interested vendors should carefully review the full RFP for precise qualification requirements, technical specifications, and potential integration challenges with existing campus infrastructure.
