About this opportunity
The Town of Manchester, Connecticut is soliciting bids for the supply of non-hazardous contaminated or polluted soils for reuse as landfill cover material at its bulky waste sanitary landfill facility located on Olcott Street. This Invitation to Bid (ITB #25/26-64) seeks contractors to provide up to a maximum of 60,000 tons of suitable soils for either daily/weekly cover material or intermediate cover material applications. Bidders must propose an annual quantity with a minimum bid of 2,500 tons and must ensure that soils meet specific soil classification standards (GM, GC, SM, SC, or ML classifications) and contaminant level criteria established by the Connecticut Department of Energy & Environmental Protection, with all analytical and geotechnical testing performed at the contractor's expense. Key qualifications include the ability to obtain Special Waste Authorization approval from the Town for each soil source before delivery, maintain comprehensive insurance coverage (workers' compensation with $500,000 limits, commercial general liability at $1,000,000 per occurrence/$2,000,000 aggregate, automobile liability of $1,000,000, umbrella/excess coverage of $1,000,000, and environmental liability insurance of not less than $1,000,000 per claim), and guarantee delivery of at least 90 percent of allocated tonnage within the contract period or pay a shortfall fee. A non-mandatory pre-bid meeting is scheduled for May 13, 2026, at 11:15 a.m. at the Transfer Station; written questions are due by May 18, 2026, at 4:00 p.m.; and sealed bids must be submitted electronically through the Town's procurement portal by 11:00 a.m. on May 20, 2026. The contract term runs from July 1, 2026, through June 30, 2027, with evaluation based on compliance with technical requirements, delivery guarantees, and financial terms.
No specific set-asides or restrictions limiting contractor eligibility based on disadvantaged enterprise status or organizational type are mentioned in the solicitation documents. The Town currently maintains agreements with multiple contractors for cover material supply but has not identified any incumbent vendors to be displaced or preferred in this procurement. The Town has established a fixed tip fee of $47.00 per ton payable by contractors, with a surety bond requirement equal to 35 percent of the contract value due within ten business days of award. Monthly invoicing with payment due within 30 days is standard, with potential interest charges or revocation of delivery privileges for unpaid invoices exceeding 30 days. The Town reserves the right to test incoming loads for compliance at its own expense and reject non-compliant soils, with non-removed loads subject to an additional $90 per ton disposal fee, and also retains discretion to award tonnages to one or more contractors. The total contract value will depend on the volume of soils bid and awarded, with potential maximum value tied to 60,000 tons multiplied by the $47.00 per ton tip fee, though actual awards may be distributed among multiple contractors.
Opportunity text
The Town of Manchester owns and operates a bulky waste sanitary landfill on Olcott Street in the southwest section of Town. This regional landfill accepts construction and demolition debris (C & D), bulky wastes, and approved special wastes for onsite disposal. Special wastes include but are not limited to non-hazardous polluted and contaminated soils, sediments, and approved industrial waste such as casting sands. The Manchester Sanitary Landfill's DEEP permit allows the Town to review and accept non-hazardous contaminated or polluted soils for reuse as cover material if the soils meet specific testing and contaminant level criteria. There is also a testing requirement for use of soils as intermediate cover material. As the landfill approaches its permitted capacity, soils approvable as intermediate cover material will be more important to the facility's operation.
The Town recognizes that there are many environmental benefits to the use of non-hazardous polluted or contaminated soils as cover material. Use of these types of soils as cover material provides an environmentally appropriate disposal location for impacted soils while limiting the amount of native soil utilized as cover material, contributing to the overall sustainability of our natural resources. Currently, the Town has agreements with multiple contractors to provide cover material.
The intention of this invitation to bid is to solicit bids from contractors to supply suitable polluted or contaminated soils for reuse as either: (1) daily/weekly cover material or (2) intermediate cover material. The Town desires to develop and maintain a consistent supply of soils for reuse as landfill cover material throughout the year.
This solicitation is for contractor(s) to provide up to a maximum of 60,000 tons of soils for reuse as landfill cover material. The Town reserves the right to award tonnages of soils for reuse as landfill cover to one or more contractors at its own discretion.
The Town has set tip fees for acceptable soils for reuse as landfill cover material. Bidders are being asked to propose an annual quantity of landfill cover material to be provided at the set tip fees. It is the Town's intent to award contracts to multiple contractors. The Town will negotiate a quantity of soils, known as the "total allocated tonnage", with each contractor.
